Resolution: Verify that the BlackBerry Database Consistency service is running and set to start automatically.

BlackBerry Database Consistency service synchronizes data between the BlackBerry Enterprise Server Management database and user mailboxes. This service is required by the BlackBerry Mobile Data System (BlackBerry MDS) Services Push Server.
