WordPress.com is provides free sub-domain hosting services to public. Everyone can create new free blogs in wordpress.com. After joining, you can post topics to wordpress.com and publish the same. Here i am quoting one example of wordpress.com website.

The above website is a free website of someone. Who created a sub-domain under wordpress.com. It is free service. But wordpress.com having some limitations itself. Such as we cannot put scripts inside the post.(for advertisement, we need to put script inside the post & inside theme). There are hundreds of ready-made themes are available inside wordpress.com. But we cannot modify that theme.

You can use either wordpress.com.. i mean yourname.wordpress.com or other providers like http://www.evood.com , http://www.blogs.co.in etc
